Massachusetts Governor Maura Healey released a package of sweeping housing reforms for legislative consideration. Included in the package is a proposal for a $4.1 billion housing bond. Not particularly controversial. Other parts of her housing package, however, are expected to draw opposition. These hot-button proposals include allowing cities to tax certain real-estate transactions; banning cities from imposing parking requirements near transit; and allowing homeowners to build ADUs, even in neighborhoods where the local zoning doesn’t allow it. – The Boston Globe
