Rhode Island

Overview

Like many other parts of the country, Rhode Island’s growth has resulted in significant housing affordability challenges. Combatting housing affordability issues in the state will require effective solutions that address the needs of all Rhode Island residents.

Rhode Island is home to over a million people.

More than 106,000 Rhode Islanders call an apartment home, with demand on the rise.

54% of low-income renters spend more than half of their income on housing.

Between now and 2030, Rhode Island will need to build 373 new apartment homes each year to keep up with demand.

ESTABLISH PREEMPTION

It is imperative that preemption be introduced and passed to protect citizens from the ramifications of rent control.

REJECT PRICE CONTROLS

Lawmakers should reject price controls and, instead, pursue alternatives such as voucher-based rental assistance to better address housing affordability.

Alternative Approaches

Many states have adopted programs and initiatives to tackle the affordability crisis. In Rhode Island, policymakers and the housing industry have made concerted efforts to address the problem. Examples include:

The Intensive Housing Stabilization Program (IHSP) helps individuals and families living on the street, in shelter, or about to enter shelter to stabilize their housing situation and obtain permanent housing. The program provides rental assistance and intensive case management to help clients locate and sustain housing outside of shelter.
